Im 21 yrs old and 5 ft tall and 104 lbs.. is this fat for someone my height or even a little bit higher than should be?

I just calculated your BMI and you're about a 20.4, which is perfectly healthy. If you were "fat" as in "overweight" you would have to be over a 25, and you have over 25% body fat, then I would work on it. BMIs can be fairly inaccurate as well. For example, according to the standard BMI graph, my partner is overweight, but he is a track cyclist and has less than 7% body fat. If you are concerned about your body image, you could always tone and build muscle, but I wouldn't be concerned about the number on the scale at all.

The best way to burn fat is to eat less food and move more, the issues appear when we actually aim to put that into operation! There are loads of stumbling blocks in the real world aren't there?!
