First of all, you cannot 'target' fat loss. Your body gains fat where it feels like it, and removes it wear it feels like it. However, most women, thighs are a major fat storage site, so if you lose fat, no doubt some of it will be from there.
The main way to lose weight is to _eat fewer calories_. Of course this isn't the most popular advice, because nobody makes money from you eating less.
You don't want to be drastic in this because your body will burn muscle instead of fat if it thinks there is a 'famine' happening. It does this because with the muscle gone, the fat lasts longer. This is why people on yo yo diets tend to gain weight - they lose muscle, then regain even more fat because they have just screwed their metabolism.
So you need to eat a little less then you consume.
As for toning, well you can have a more shapely thigh by building up the muscle. People like to act like you can do some sort of magic 'tone' without adding muscle. You can add muscle. You can not add muscle. There's no magic 'toning'. What most people seem to advise is 'an inefficient way to add muscle'. Why not add muscle efficiently until you like what you see? You can always ease off if you decide you are too muscular, but I wouldn't worry too much about that now!
Squats/leg press are the leg muscle workers. Do a couple sets, heavy weight.
